Strategic Supply Chain Manager/Sr. Manager (2219-N-685-SC)

Arsenal Bio is looking for a Strategic Supply Chain Manager who is analytical, driven, strategic, and creative.  Reporting into the Supply Chain Organization, the Strategic Supply Chain Manager will be responsible for developing the planning and master scheduling model that will support all future clinical and manufacturing operations.  In this critical role, you will be the liaison supporting multiple departments such as clinical and manufacturing operations for the planning and scheduling of apheresis patient material.  You will also help support activities related to enrollment, including scheduling investigational product manufacturing, slot assignment management, supporting the patient cell journey from vein to vein, ensuring the delivery of quality training materials to clinical sites as needed, and ensuring timely clinical supplies receipt, which is critical to the success of the trial.  In short, the individual will help minimize  supply chain disruption, improve reliability, and offer a great experience to our customers.  

The Strategic Supply Chain Manager will have extensive knowledge in planning /master scheduling, knowledge of biological tissue and sample collection, logistics and transportation of samples, various courier services, cold chain management, and basic understanding of patient care and treatment scheduling and management.  The candidate must have knowledge of inventory management & reduction strategies, lean methodologies, GLP, ERP systems, and managing clinical and commercial projects for early stage and late phase drug product development, including IND/BLA/MAA submission and support of product launch.

The ability to collaborate is crucial as success will be measured as a member of a team, not just as an individual.  Ideal candidates would have experience in a broad range of functional roles in support of biopharmaceutical production. The incumbent will also play a critical role in developing project timelines and achieving project milestones in support of start-up activities.  This role will work with department and site leadership to develop and sustain a safe working environment, high performance and engaged team.  The individual should possess a track record of successful relationship management, great communication skills, strong business and analytical acumen.   

This is a pivotal and highly visible role that engages with local operations, functions, and extended leadership teams on a regular basis. 

What You Will Do:

  • Drive collaboration within site and across network activities, cross-functional planning, and decision making 
  • Prepare metrics and updates for management as assigned
  • Proactively identify potential study issues/risks and recommends/implements solutions
  • Work with multiple contract research organizations to communicate detailed timelines and ensure that performance expectations are met
  • Responsible for maintaining and supporting local requirements of this E2E Supply Chain including: COC/COI, Temperature Controls, Regulatory Requirements for Patient Material Shipments (inbound & outbound), and support of scheduling & tracking patients throughout their journey
  • Responsible for Communication to both internal Supply Chain stakeholders but also with Regional Clinical/Commercial Partners
  • Development of processes, in partnership with other Supply Chain partners plus End to End Partners (Commercial, Medical Affairs, Order to Cash Teams, IT) to ensure a robust system is established.
  • Responsible for developing, coordinating, detailed scheduling of orders, ensuring material are available upon order release, releasing orders, and expediting the detailed production schedules for manufacturing operations according to the production plans 
  • Develop and managing the daily plant schedule for production and non-production activities to support budgeted production rates and site priorities at ArsenalBio
  • Convert, create, release, and manage maintenance, process, and/or transfer orders in SAP according to SOP and Global business processes
  • Work closely with Manufacturing, Procurement, Facilities, service requesters, technologists, engineers, and outside contractors to schedule routine and non-routine production and maintenance activities
  • Assess schedule feasibility and coordinate effectively with appropriate stakeholders such as, Warehouse and Distribution, Procurement, Logistics, Clinical Operations, and Manufacturing area managers to ensure a viable schedule and delivery of product to customers
  • Assess Material availability and escalate to Procurement as appropriate
  • Lead scenario planning, risk analysis, and contingency planning related to Customer Service, production, maintenance, and/or material scheduling
  • Update the MRP system and other reports to coordinate material and production
  • Demonstrate a complete understanding of Plan Schedule Resources processes and systems by independently troubleshooting and addressing a broad range of difficult problems. Escalate recipe issues to the team as appropriate (includes ensuring that recipe capacity information is correct.)
  • Demonstrate knowledge of Plan Schedule Resources business process by updating Business Process Instructions, Process Flow Maps, or Work Instructions
  • Provide Supply Chain expertise to continuously improve the planning and scheduling of resources
  • Network with senior internal and external personnel and represent Plan Schedule Resources on assigned projects
  • Release production orders in accordance with production plan/schedule and reschedule as required
  • Participate in scheduling meetings with Manufacturing, Materials Management, Clinical Operations, Facilities, and Quality personnel with emphasis on resolving outstanding issues, communicating schedule priorities, and facilitating interdepartmental discussions. 
  • Work closely with the Procurement department to communicate changes to the Master Production Schedule (MPS) that will impact material planning (MRP) activities and material supply availability 
  • Confirm and troubleshoot BOM and routers to ensure data accuracy and integrity
  • Identify backlogs and collaboratively resolve open issues; ensure timely completion of material issues, goods confirmation to ensure accurate inventory levels and system data
  • Effective execution of the MPS requires issuance and maintenance of a schedule that prioritizes pending activities and ensures plant compliance
  • Optimize and improve upon areas of scheduling, planning and control
  • Additional duties may be assigned

  • What Will You Bring:

  • Bachelor’s Degree or commensurate experience preferred
  • Minimum 8+ years of relevant experience in Supply Chain Operations, with 5 years of progressively increasing leadership accountability
  • MUST HAVE Clinical Operations, Planning/Master Scheduling Experience
  • Experience in Biotech or pharmaceutical or personalized health care experience or cell and gene therapy manufacturing is highly desired
  • In-depth working knowledge of inventory management principles, and cold-chain distribution
  • Knowledge of DOT, IATA, International shipping 
  • Demonstrated history of exceptional people development skills
  • Extensive experience and working knowledge of MRP systems
  • Extensive knowledge in ERP systems
  • Strong business acumen – the ability to understand challenges through the eyes of the regional business leaders
